I am directed by the Lords Commissioners of His

Majesty's Treasury to transmit herewith, to be laid before

the Secretary of State for the Colonies, copies of letters,

dated the 7th ultimo and 4th instant, which They have

received from the Mercantile Bank of India Limited, on the

subject of the right of Note Issue in Hongkong, together

with copies of Treasury replies of the 21st ultimo and this

day's date.
